I say Vegas & Pittsburgh decline.
Theodore would be a great addition but I don't think if they'd want a STL 2023 2nd round pick for him not mentioning a prospect with it.
One reason is the trade favors the Wings. The next reason is Vegas wants to win now.

Bro Theodore is a top 15 Dman in the Leage why on Earth would they give him up for a 2nd rounder?? The pens also gave up a 1st for Kasperi but now they sell him for a 4th??? why in the Homer team fan base is this
