2005: Jack Johnson (yes, that Jack Johnson). Never played a game for Carolina before being part of the Tim Gleason trade
2007: Brandon Sutter. Played several years with the Canes before being part of the Jordan Staal trade in 2012
2008: Zack Boychuk. Waiver fodder in just a few years
2009: Phillipe Paradis. Never played a game in the NHL
2010: Jeff Skinner. Played great in Carolina before being traded to Buffalo for the pick that became Pyotr Kochetkov
2011: Ryan Murphy. Carolina simply could not develop this guy and he was traded for almost nothing in 2017
2013: Elias Lindholm. Decent, then involved in the Dougie Hamilton trade
2014: Haydn Fleury. Another player that Carolina did not develop properly. Traded in 2021 for rental Jani Hakanpaa
2015: Noah Hanifin: Same as Lindholm
2016: Jake Bean. Same situation as Fleury, traded for the picks that became Aleksi Heimosalmi
2017: Martin Necas... and half of the fanbase is trying to run him out of town

Cap recapture penalties exist to prevent super front-loaded deals (which I believe were further regulated in 2013) where the player makes a lot of real money in the first part of the contract, with some low money years near the end, when the player is retirement age, which served to lower the cap hit and basically ensure the player retires, while giving them more money than the salary cap "intended".

There's absolutely no reason for Edmonton to have any cap penalty, as they paid Keith 2.1MM last year and were in order to pay him 1.5MM this year, while taking a cap hit of ~5.5MM, much higher than the salary cap "intended".

Edit with numbers: Over that contract, Keith was paid 68.4MM over his 11 years in Chicago, and Chicago had a combined ~60.9MM in cap hit, so there's an excess there that, according to the CBA, has to be paid back (in the form of cap penalties). In Edmonton, however, he had 1 year paid at 2.1MM, with a ~5.5MM cap hit, so there's deficit that should have to be paid back in the form of cap credits.
