No. Clarkson's salary is insured, so it does not cost Vegas any money if he on LTIR. If you suggest that Lupul is healthy but won't play, it costs Vegas 5.25m. Vegas doesn't do this deal.

I see, is there any other contract out there like Horton?, because after looking at it actually it could be a way to solve cap constrains in 19-20 for the Leafs...Maybe Hossa if he doesn't play again could be a possibility like next year for example, Chicago needs cap room and they said don't want to go LTIR road, Leafs could need the LTIR amount.

Although it would be nice to get rid of these LTIR, they aren't really that restraining. Teams don't get punished for having injured players, although the bonus is affected Horton's contract is impossible to move because with his uninsured contract the Leafs pay "out of pocket" his salary. I'm 99% sure the Leafs will able to move the LTIR Lupul by mid September to team with cap space. A healthy Lupul would be much, much more expensive to move.
Hossa's contract goes for a few more years. I don't think teams would want to trade for him because of the danger of him being declared healthy. At his age and being out for a seasons or more....I think he loses his value as a player.
