I think that the Blues are in more of a retooling stage than full rebuilding.

This trade allows St. Louis to dump Krug's contract (the big prize for moving down) and then go after someone of more value in free agency with the Blues' new found cap space. This is done while moving down 10 spots in an average draft. They also get Harris who can play regularly on the bottom pairings. With $6.5M off the books the Blues could more easily sign an impactful free agent.

Krug, who is from Michigan, has some control over where he goes, so Montreal tells him they will trade him elsewhere if he initially accepts the trade to Montreal.

Montreal trades Krug to the Islanders (somewhat close to Michigan... it is not like he is going to the West coast) with Montreal retaining some money to make the trade easier for the Islanders. Krug hopefully accepts because the Islanders were a playoff team last year, so they are competitive.

The Islanders get Krug for Mayfield for basically the same cap hit and the Isles get more offense in their lineup. Montreal gets an experienced D-man. which could allow them to trade either Mayfield or Savard at the trade deadline later if they so choose.

After this upcoming season is over Montreal will not have any retention slots used, so keeping Krug on the books would be the only retention for 2 more years after this season.
