Capitals are going to be sellers this deadline, and have a handful of pieces that make them ideal sellers in this market. The moves made eliminate logjams in defense, as well as opens up the goaltending for Shepard/Stevensen to make the next step to the NHL and potentially become the goalie of the future. A lot of the youth gets their chance to show off their skill and Caps deepen their pockets with picks and a couple prospects to continue the retool. The additional cap space made by the moves allow the Caps to play as a third-party team in trades as well, getting even more picks in exchange for eating cap hits from players (Henrique, Wennberg, etc.)
Tampa is in desperate need of defensive help, but don't necessarily have the pieces to get any of the top defensemen being shopped. Edmundson, while not the best, is an upgrade and TBL will be more than happy to pay up for his services
Oilers going all in this year, but need a tandem goalie and a scoring winger to replace Kane's lack of production. Caps take advantage of the great seasons Mantha and Lingren are having. Broberg's value is at a all-time low and will be moved for a relatively low cost.
Rangers have been reported to be in search of a center, and why not get one who is a top PKer in the league, and will have one of the lowest cap hits in the entire league for this season and next. Kakko has been extremely underwhelming and Rangers will likely look to upgrade him at the deadline anyways. Dowd's reported value is insane for whatever reason and while I don't think he'll fetch a first, I feel that a young top 6 potential winger and a couple mid round picks is more than feasible.

Pacioretty and his agent control his destiny completely with a full NTC. Carolina seems like the most obvious choice, as Caps will likely avoid deals made with PHI or PIT, and Patches wants to stay on the east coast. Carolina is reportedly looking for a scoring winger, and a healthy Pacioretty will give them that, especially at a reasonable cap hit.
Maple Leafs are in desperate need of a defenseman, and Jensen can provide some defensive stability on the blue line. Although having a bit of a down season, he's rather solid defensively and would be enticing for Toronto to bring in.
I could care less if Tampa is on Edmundson or not but just because it hasn’t been reported that they are doesn’t mean they’re not looking at all options.
NH has an 8 team no trade list. He could tell Calgary he only wants to be traded to Tampa and that still wouldn’t work in Tampa’s favour.
Every player you’ve mentioned absolutely does not move the needle in Tampa’s favour. Several teams out bid Tampa easily. Calgary has said they wanted a CG like return. Not a single prospect mentioned is anywhere near Tippet. You could argue at the time each player was drafted they had similar potential but none has shown Tippet potential at time of trade. The roster players you mentioned aren’t good lol perbix is a ufa in after next season, him included in a trade for NH only waters down more valuable assets in a trade.
Both Howard and Gauthier are high level prospects, and where had Calgary said what specifics they want in a return. Furthermore, if Hanifin only wants to extend with Tampa and a couple of other teams, it certainly does play in their favor lol. No team that believed he's a pure rental is paying a huge premium for him. If Boston, Florida or.N.J. was offering their top prospects, odds are a deal would be done already. Even the fee teams he might extend with are gaugkng what best value is. Tampa is definitely in the running for him, and can put together a good offer if they really are interested in him.
