Yeah the idea was to buy him out just so he isn't on the roster anymore but they would need to eat his whole salary for this season. If they were to do this (which I doubt they will) the Pens would need to be certain that their buy low signings are better options instead of Carter.

I had thought of offering Poulin instead of Puus but I feel as though Vancouver would need to up the pick in return and I felt that it isn't something that GMPA / POHOJR would be willing to do so.

No they can’t. They have a second buyout window but the player they buyout has to have at least a 4 million dollar cap hit.

I didn't realize there was a certain cap hit needed in order to use the second buyout window. Not that it really matters in the grand scheme of things as he would either be on the fourth line for a limited amount of time and or in the press box in this scenario.
