I just did a test. A buyout of Goodrow, calling up Othmann, Cuylle, Jones in for Harpur, Garand, Brodzinski, resigning motte for $1m, gives a roster of 18 with $11.2m in cap-- more than enough to keep both and add a 21st skater (say Leschyshyn/Robertson). During the offseason you are allowed to go over cap a certain percent, so the Goodrow buyout likely happens after the signings of Laf/Miller. Not only that, Cuylle, Othmann, and Garand are all waivers exempt so you can send them down during off periods to save accrual to call up a 22nd at some point.
