Zach Smith is anything but a "castoff". He is a reliable penalty-killer, wins face-offs in all three areas of the ice, doesn't make bone-headed puck decisions. He is an unsung hero and vastly underrated.
Cody Ceci isn't too bad, but you aren't terribly off. He is a second pairing guy, who can make offensive plays as long as he has a defensive-defensmen as he counterpart.

Matt Duchene is overrated. However, there are numerous reasons to his "steep" decline. Take a look at Claude Giroux of the Philadelphia Flyers. Some would say he is "rapidly declining" or "aging." Can you name any secondary scoring that the Flyers have had? Can you name a player that can score at-will on the Flyers?

When you only have Nathan MacKinnon and Gabriel Landeskog as your better players, production will not come. Throw Duchene on the Pens or the Blues or whoever has decent production, everyone will be "Duchene's stock is rising" or "Duchene is anything but declining".

I also don't understand how you came to the conclusion that Ottawa doesn't want to win, just make money. I hope you understand that the more you win, the more profit you make.
