I don't think it was ever confirmed that Palat was willing to take the Paul deal. He did say that Tampa only offered him one deal that was terrible, and so of course he left. If it is true that he was willing to take 3.15x7 or 8, Brisebois would've been stupid not to do it.
Had Palat signed for that, Tampa could've still signed Cole and kept Myers, just not Namestnikov. While Cirelli and Bogo are out, things would've been fine. Once Cirelli and Bogo returned, Tampa would've then had to waive or trade Myers to make the cap work. They wouldn't have likely used the buyout option, as the cap hit next year when Tampa will need every dollar wouldn't have been worth the savings this year.
Tampa could've made it work next year with Palat, but Brisebois would've had to negotiate some very good deals with Foote and Colton(around 4 million between them), and then after a backup G for 850k-900k, the team would've had 2.6 or 2.7 left to sign a 7th dman and 2 forwards to reach a 21 player roster. It would've been possible, but very tight to pull off.
