      Why wouldn't the Leafs just sign Franson if they're going to pay Scuderi $3.4? That goes for pretty much any team.

      Because a free agent needs to want to play with that team. How many big name free agents are signing with Arizona every off season?

      Toronto won't be the one giving up a pick in a Scuderi trade . They have no use for him and are essentially doing Pittsburgh the favor of taking on a cap dump while giving up a pick too.
      Also I think they have the max number of contracts too

      I can't see that bar it's so low. Besides, you asked why the Leafs wouldn't sign Franson not Scuderi.
