According to an NHL executive whom the Athletic interviewed, Arizona has tried to sell Kessel 50% retained for a 3rd rounder with no takers. You most likely wouldn't have to pay this much

"Almost zero percent chance you get a second-round pick for Phil Kessel. The Coyotes have offered him around for a third-round pick while retaining 50 percent and haven’t gotten a buyer yet."

I said 2nd because the are taking back a bad contract. Rangers don't need retention
