I'd list Kelowna and Portland as the two best programs in the WHL, they consistently churn out NHL talent.
for sure, there are just some teams that have been constant in their development of players....Wheatkings has to be high up there too, they always seem to have a special player every couple of seasons.

right Oil Kings had their run when they were a mem cup favourite, stacked team with future NHLers....thats what happened to the Hitmen too.
But to your point, Portland and Kelowna year in and year our doesnt matter if they are a mem cup fav or host, they just produce talent
