Scoring wingers are important assets for sure, but Flames already have plenty of depth at LW and really have a need at RW. Not to mention that JVR is 27 years old (meaning he's statistically on the downswing of his career sooner than Dougie). Hamilton is a rarer asset, and commands more value. CGY would be looking at bringing in a proven/maxed out 30G, 30A guy for a 50 PT dman with unknown upside.
TOR would have to add to this deal to make the value work. Not saying it's not a good starting point, but CGY would demand more. Let's also recall that Burke did an "similar age asset swap" once already for JVR, trading Schenn to PHI. TOR won that deal by a good margin. Unfortunately, Hamilton has already proven he's significantly better than Schenn. More value needed, but not out of the realm of possible.
