We expect not to take on 5M in cap space over the next three to four years for players who will be 30+. The kings want a second-rounder and a prospect or another pick, we can retain salary but we aren't taking any on past that.

Wagner is going to be a solid 4RW for a long time for the Kings. They can have Toffoli for a 2nd and 3rd. Toffoli's value has gone up a bit he's been doing very well lately.

Well, I'm "against the grain" of my LA colleagues. I would take this trade for the Kings, especially if the "picks" mentioned in your Team Explanation were two instead of one, i.e., a third-round pick instead of Panik. This idea is much better than your earlier trade with the other SoCal team, which would waste Jakob Silfverberg on your third line.

I suppose, but then the Caps would need the Kings to retain a good bit on Toffoli, what over 50%?, to make it work for the Caps.

The limit is 50% ($2,300,000), so I guess that this requires a little more massage.
