I think the player that would end up being the casualty in any Laine/Connor deal is........Ehlers. He's good enough that any team that has enough cap would instantly want him and WPG could just trade him at a loss to ensure he is traded in time to be compliant. Kulikov and a solid pick is also an option. A team like Ottawa could easily grab Kulikov and a 2nd for 7th in return. Gaining a 2nd rounder just for spending 4M in cap space is a worthy expense for a team rebuilding.
People have to think from rival team perspectives too. If Montreal knows Ottawa is OS'ing Laine, maybe they decide to help WPG clear some space to ensure he isn't coming to the Eastern conference. (By taking on Kulikov and a pick for a worse pick for example)
The only offer sheets that truly work are the absolute silly ones that both parties know full well that it is too much and not worth at all. That's usually in the four 1st round pick range but justifying those are extremely hard in the offseason, let alone on the eve of camp.
