I think swapping Oshie for Hall could either add twenty goals to the second line if Hall stays healthy, or slightly increase the chance of taking twenty away, if not. If Oshie's injured, it's 6M in wasted cap space. If Hall is injured, it's 12 to 14.

If Ovechkin ever retires, having Hall around can keep the Caps in the playoffs, when he's healthy, maybe?
But I agree with you the Caps should go for it and load up on offense for next year. Hall's best two seasons, he got 80 and 93 points. Last year, in disappointing seasons, Brayden Schenn got 53 (down from a high of 70), and Wayne Simmonds got only 30 points (half his high of 60). If they play with Backstrom, they should do better than that, and I think you could sign both for a combined 10M or less, leaving room to add Eakins or Brassard at 4C, for an extra 20-30 points, and a slight improvement over Stephenson on the PK? So, if the Caps really believe Ovechkin retires in summer '21, maybe it's better to spread the wealth around?
I mean, this is all academic, because if an MVP wants to join the team, obviously they'll welcome him, and probably avoid rebuilding, post-Ovechkin that way. You're right. If he can stay healthy...
