First and foremost, I think Mark Hunter should be hired as GM and have his scouts put in place for the rebuild. I was hoping as a leafs fan that he'd be our next GM, but Shanahan wanted Dubas. This is a great opportunity for both sides and I think Hunter would do well there.
If the Oilers don't move in the standings from where they are now, selecting an future elite dman in Byram is where I'd start. Him and Bouchard will be a great future top pairing.
Carolina is in need of offence and Hopkins fits into their top 6 perfectly. Bean is a top d prospect as well as Necas being a top prospect, and both could be in the NHL next year.

My first second round pick will be G Spencer Knight if he's available. This team needs a goaltending prospect and he looks great.
Edmonton 2nd round pick: Nolan Foote
Columbus 2nd round pick: Brayden Tracy
Montreal is going to have a thin blueline next season. By retaining a bit of salary for Larsson it could be an enticing offer for a late second round draft pick
Jesse Puljujarvi needs to spend a full year in the AHL, no ups and downs, and I think he can fulfill his potential.
Klefbom is a good defensemen on a bad team; I'd love to see him on the Leafs if we weren't cap screwed. He should fetch a first/third. A team like Buffalo could use him in their top 4.
I think burying Lucic might be the only option left. Yes its only 1 million added to the cap but if there are prospects ready to step in. I give Sekera another year, if he doesn't produce, then he'll be buried in the minors as well.
Hypothetically, lets saw Oilers finish last next year and select Lafrieniere. They'd have an elite FUTURE first line with McDavid and Draisitl plus a great second line in Foote/Necas/Puljujarvi. I want to keep Nurse, McDavid, and Draisital going forward, but that's pretty much it.
I'm signing Dzingel and Ennis to 4 and 2 year contracts, I think Dzingel will be a great lineman with McDavid and Draisaitl, Ennis when healthy can be a great 3rd/4th line player.

This team has close to 37 million in cap space at the start of 2020. With the additions of Lafrieniere potentially and the changes already in place, they have the money to go after a Alex Pietrangelo, Tyson Barrie, Tyler Toffoli, Justin Faulk, Mike Hoffman,etc. Some key additions could help speed up the rebuild.

This team is 3-4 years away from actually competing. They will be stuck in the early middle rounds to middle rounds of the draft where talent needs time to develop and they will have to avoid over paying for FA to come in. A lot of players will instantly not want to go to edmonton because it's a dumpster fire,
If they really want to turn this team around they need to start with firing the owner, the whole executive board, and just about every other person in the organization. They need to build from the ground up.
