It sounds like the Rangers are going to be spending the cap space they've accumulated on FA's this summer to speed up the rebuild. They're likely not going to take on bad contracts. They haven't thus far into the rebuild so I don't see why they'd suddenly want to do so now. It's more likely that they go after someone like Erik Karlsson than give up cap space for dead weight.
My interpretations from their press events and insider rumblings.
acquiring one of Duchene/Panarin/Karlsson doesn't make them a cup favorite (although after a year or two sure) but FA are less likely to go to a struggling team unless gorton can sell them on being the last piece of the rebuild. If we get both Panarin and Karlsson (or trade for trouba and extend) that would change things, but that is very unlikely.

Only moving up a few spots while taking on Callahan contract. Not enough for the Rangers to do this.
Maybe send TB 2nd for TB 1st + Callahan. But thats still a lot of dead cap
Think Datsyuk trade (@7.5 cap hit)
To Arizona: Datsyuk + 16th overall
To Detroit: 20th overall + 53rd overall
This deal is obviously later as it's going from 41-27 (11 picks after the one arizona got) but it's a lot less cap and i also threw in a late pick. Doubt tampa goes from 27 down to 58th for just callahan. Maybe to the rangers 2nd which may be around 36-40. This is just pure speculation, but it's worth talking about if the rangers fully commit to the rebuild.
If they do this I would be expecting a kreider trade as well, maybe even Zibanejad (obviously you would have to knock the rangers socks off for him, a top 3 pick or a prospect like Makar)
