If Weber retires early, the penalty is borne by the teams that paid him more than his cap hit. So no sweat for anybody taking on Weber now.
It would be interesting if Montreal offered to retain the maximum, 50% of Weber's cap hit. That would free up cap space for the Leafs, but it would likely come at the cost of fewer assets for Nylander.
from MTL perspective: it's like paying Nylander $7x8 + Weber's retained $4x8. $11 for Nylander is UFA type money but within reason. Let's team tank for draft picks now, while investing today's cap space to get Nylander.
from TOR perspective: Weber would be an underpriced elite defensive D, helping protect our stars and adding a backbone for the playoffs. The added cap space ensures smooth sailing with Matthews, Marner, and even extending Gardiner.
TOR gets older and it's short term planning, but provided the Leafs are confident they can better scout and add D prospects than in the past... I'd take the 5 next years of Weber + cap space, in exchange for Nylander's next 10. There's few teams out there rebuilding with elite D they'll let go of, and adding D prospects doesn't unlock playoff success now -- in 4 years the Leafs can have their own drafted D ready, because there's no need to be adding any new forwards but that does nothing for the Marleau-baseed cap crunch.
