Yes but look at the title.. i wasn't worried about roster size, more just getting a player from each team and being cap compliant.. one can easily build a superteam with 23 players, i did it with 31 and it is almost just as good if not the same

if you really want to beat the cap, try using Tarasenko and DeBrincat instead of Kane and Thomas. IMO, better combo at 3M savings. Aside from McDavid, I don't know if there is anyone paid over 8M that you can't exchange for very similar production for less AAV.

You should make it a little more challenging by limiting the ELCs. Like a max of 4 at the most.

with 31 players it's more difficult to not to ELC's because you only have 79.5m to work with. avg of 2.56 per player. I could do that with 23 players but not one from every team
