3,4 million is actually quite reasonable for the purpose of signing 3 players. It has become more and more common for teams to play 11 forwards with 7 d-men. 1,5 million for a 4C and league minimum for either a 4LW or 4 RW still leaves just over a million for a 7D, which is very doable.
I would think that if another expansion draft happens, Yzerman would sacrifice picks and/or prospects in order to keep Miller or alternatively trade Miller out for another player that is ineligible in the expansion draft. Unless a player matching to Miller's skillset is available in free agency I don't see Yzerman losing Miller for nothing, not while his team is still one of the top contenders in the league.

They would obviously need space for at least one spare forward, which shouldn't be a problem for them. Kucherov and Stamkos both took relatively cap-friendly deals to stay in Tampa. There's no reason at this point in time to assume that Vasilevskiy's extension would be any different. There's also the matter of Sergachev. Do they bridge him for a couple of years to gain some cap flexibility while they are still a top contender? And in the unlikely event that they trade Miller in order to not lose him for nothing in expansion, the uneligible contract coming back would command a far lesser cap hit, more than enough for a depth addition or two. Last time I checked there were several teams last year who didn't field a 23 man roster. The Caps for example had 22 for most parts of the past season and it worked out quite nicely for them.

Basically the only roster players actually available would be Adam Erne and Slater Koekkoek. If the Seattle expansion team wants to pick Slater Koekkoek, then Yzerman can give up a pick to protect him. Either that or promote Sosunov.
