The correct answer is both. It'd cost them a ton to get rid of his contract. If Seattle gets a team via expansion, that would be a perfect move for them to make.

Well, we will see but if David Clarkson was able to be traded I think Seabrook will be a little easier to move...
Seabrook also has a full NMC all the way through 2022. He would need to waive it in order to moved (assuming we have the same protection rules for the next expansion draft).
