Why does AZ do that? Assume that Wright goes to Mtl. Our needs are RD and wing. AZ does not give up a 1st to move 1 spot for a guy (Cooley) who will be there at 3 anyway.
EDIT: Now if Mtl goes Cooley like here: https://www.capfriendly.com/armchair-gm/team/3238724 then yes your play works! Order would then look like:

I am guessing the gap between Wright and Cooley is a lot closer than the gap between Cooley and everyone else. According to Central Scouting, it was "a two-man race for #1" between Wright and Cooley in January and "the gap has closed" in May. Dan Marr said that a number of teams scouts have Cooley ahead of Wright.

So, teams could be aggressive in moving up to #2.

I'm saying Arizona trades up so another team doesn't trade up with us for #2. If Arizona feels like another team might move above them and they really want Cooley, then that's why they'd pay that extra pick.

They definitely don't have to do that, but thats my thought process if Cooley is there #1 guy
