I would take Clarkson out - attaching him just muddies the waters. He is not as big of a liability to either team since he doesn't count against the cap (once he is on LTIR) and his contract is mostly covered by insurance.

Then Vegas declines. He does count against the cap, that’s not how LTIR works. This site makes it easier than the actual formula.

I understand how it works - and agree that putting Clarkson on LTIR before the season hurts VGK. VGK looks to be around $84.17 million now. Say they resign Subban at $1.50 million, which would put them at $85.67 million cap hit. If they added Clarkson to LTIR now, they would only get about $1.1milion in relief ($5.25 million - ($85.67 - $81.50) = $1.07 million). If they got under the cap by start of season though, and add Clarkson to LTIR then, they would be able to apply it. I have done too much of this math.

Here is one hypothetical scenario that could potentially work: VGK has 14 forwards on roster...say, one ends up in AHL (Zykov), Eakin and Reeves are dumped for picks , and Glass is added to roster. They sign Subban at $1.5 mil. And they sign 6th d-man at $2 million. They would be at $81.238 to start season with Gusev unsigned. On day 1 of new season, they would LTIR Clarkson and sign Gusev.

Current: $84.17 million
Add Goalie: + $1.50 m
Add 6th D-man: +$2.00 m
Demote Zykov: -$0.68 m
Dump Eakin: -$3.85 m
Dump Reaves: -$2.87 m
Promote Glass: +$0.86 m
Pre-season total: $81.238 million

LTIR Clarkson: -$5.25 million
Sign Gusev: +$5.00 million (estimate)
In-Season total: $80.99 million

So in your dream scenario your gonna pay to dump Eakin and Reaves . Then roll with 13 forwards and 6 dmen the whole season with 500k in cap space . Most teams carry 23 players and Vegas is gonna have 21? Doesn’t seem plausible
