Assuming Ottawa even entertains moving Tkachuk, I imagine he's not available outright, I think the price to move up from in this case 7th to 4th where Brady was selected (I know not a real apt comparison but there really is no reason to do this otherwise) the cost would probably be higher simply on what we've seen in the past trades.
Ottawa paid NJ a 3rd rounder in that current year, just to move up from 12th to 11th. In the top 5 we're talking about prospects that GM's won't move simply to not risk being the guy that traded an elite talent away. A 2nd rounder in two drafts from now and a 24 year old undrafted college prospect IMHO is not worth the risk of dropping from Tkachuk, whose a player of a certain established value based on his play in his rookie year for a 7th pick who may or may not even be as good as Tkachuk.
This would be a situation where you'd have to overpay just to convince Ottawa to start negotiating moving Tkachuk. Even if Tkachuk isn't worth the value they'd ask in return, they have zero inclination to move him otherwise. Zero.
