ROR, based off acquisition cost alone should be the number one target. For those who are saying he is the next Nick Foligno, that take couldn't be more off base due to the fact ROR KNOWS how to win in the playoffs and was the Conn Smythe winner in 2019. In terms of players who I believe make sense that they should target that you didn't list:
1- Travis Konecny- Also a guy who is both cost controllable and would add an element the Leafs could use more of, he is quite good.
2- Adam Henrique- An Ontario boy, someone who wouldn't cost a ton to trade for relatively speaking, and is a good versatile forward who can score and play C and the wing. He is playing quite well on a bad Ducks team and is under contract until after next season. He fits in both on the second and third line, and is a the type of guy who seems like he could come in the clutch (IIRC he scored the conference winning goal for the Devils when he was a rookie).
3- Ryan Hartman- This years Blake Coleman, would be a perfect add, only issue is that Minnesota isn't moving him so yea.....
4- Boone Jenner- Same idea as Hartman just only thing is, there is no way Columbus is moving their Captain and no 1 C.
5- David Perron- I feel like for the right price (a 1st, a B prospect and salary filler) Detroit would move him. He was arguably St. Louis best player the last 2 years, and would come with one more year at an affordable 4.75M, and has the resume and stats of a big playoff performer. Only thing is I don't see how Stevie Y will trade him after just signing him.

In regards to the guys you mentioned who you wouldn't want -Garland at the right price would be a good add, he is having a bad season this year but is a legit top 6 forward and brings some snarl to his game, also plays the way Dubas and Keefe like to play. He is much better than Kerfoot. Domi would also be a great add, a) he would look perfect in a Leafs jersey, and b) he is a big game player and I feel like the Leafs need guys like that.
Tyler Bertuzzi I firmly disagree on, and although, yes he has never made the playoffs, but his numbers in the playoffs in both junior and the AHL are terrific, and his style of play A) fits what the Leafs need and B) he is having a down year so the cost shouldnt be too high.</div></div>

Damn I forgot about Travis Konecny, he would be a really good add. The problem I see with Garland is that he has $4M x 3Y contract that we will have to eat up. Even Friedman said there are concerns on how they will fit Bunting without knowing the future of Matthews. If we can't fit Bunting for $4M, we won't be able to afford Garland. Also, acquiring Garland means saying bye to Bunting and I don't want to do that
