That's great, this is not how it works in the real world. If it was top 25 protected I'd say yes, but it's not. Vegas could have a similar year that NJ/PIT had this year, in which case that value is massively skewed considering next years draft is very deep.
This is how it works in the real world:
1. Each team will make a list of the 225 best prospects for the upcoming draft in a hotel boardroom somewhere.
2. On that same list, each team will assign a numerical trade value to each of those 225 prospects.
3. On the day of the draft, when it is Ottawa's turn to pick at #7, the phone rings from another team asking for that pick.
4. That team makes an offer for the #7 pick, taking into account ...
------- their own list of the same prospects
--------the numerical trade value they've assigned to the BPA at #7 from their perspective
--------how much draft capital or liquidable assets they have to spare to acquire the #7 pick.
5. Ottawa then either accepts or declines the offer.
It's that simple.
