Circumvention implies a breach in the rules. The league has investigated both teams and found no wrong doing. Target the league's ****ty rules not the teams wise enough to use them.

Ryan Reaves was on ltir this season when he was healthy enough to play and the Leafs had no problem leaving him there and play their young guys. That's closer to cap circumvention than anything Vegas or Tampa did.

And as for the Reaves thing, it's more likely the Leafs forgot about Reaves as he was on IR and not LTIR... Vegas in 2022 (Healthy Eichel, Martinez) and Tampa with Kucherov were way worse
