Are any of the Edmonton prospects really top end? Or would their offer consist of more quantity over quality?

Jake has been a top 5 LW for 5 straight years, is on a cheap deal, and steps up even more in the playoffs where he is a point per game.
How on earth is this an overpay?
Pens say no to this offer and find a better one.
This offer is a late 1st, a former top pick that hasn't made it to the NHL in 5 years, and a prospect that isn't exactly lighting it up in the minor leagues.
I get it from the Pens perspective, you might get a better offer elsewhere. But from Edmonton's perspective it doesn't add as much as you'd think while ravaging their already-bare cupboards.
Foegele is massively underrated so losing him hurts the present roster as much as adding Guentzel helps. At the same time he's a pending UFA, so he doesn't hold as much value to Pittsburgh.
Also Guentzel is a LW, Edmonton has Nugent-Hopkins and Evander Kane already established at top-6 LW. Somebody will have to play out of position which will decrease their effectiveness.
Broberg is dominating in the AHL (9 points on his last 6 games) he could easily step into the NHL if only the guys ahead of him weren't so healthy all the time.
Besides all this, Ken Holland has never traded a 1st for a rental, so this is all very unlikely anyhow.
