It's a zero sum league. They couldn't get rid of them because NHL GMs knew they had to get cap compliant. When you take away the cap restraint, the players have positive value. This happens every year. It's going to happen to Boston because they don't have a pricey buyout option that can save them.

Ownership 100% controls both. They can entirely dictate what the front office does. Just like they could dictate where the team plays or doesn't play. They're trying to get indifferent taxpayers to fund their arena which is frankly not well received in a non-hockey area. The fact that an NHL team plays in a 5K arena is embarrassing to the entire league.
