Miller has potential, but at the moment, while certainly providing an upgrade over Connor Carrick and Martin Marincin, he is not a top-4. Yes, Colin Miller won the hardest shot and fastest skater awards at the 2015 AHL All-Star Skills Competition, but again, it's still only potential. He's still only 24 years old, so lots of room to grow. Now that the Canes have acquired Trevor Van Riemsdyk, they are the team to speak with about acquiring a top-4 D.

Leafs would be fools to bring back Cody Franson and Calle Rosen is not ready for the NHL.

The last D spot could go to Dermott, Bergman, or marincin too but it'll be a tight race. Just FYI former NHLer Ville Leino said Rosen was probably the best skater he's ever played with

What's wrong with Franson?

A 5-6 pairing of Travis Dermott and Colin Miller could be fun to watch. They would definitely be fast, that's forsure. Calle Rosen may become a quality (and fast) defensemen, but it takes sometime for Europeans to transition to the North American style of hockey. So, I anticipate that he spends this coming season in the AHL. As for Franson, he is not defensively-reliable at all, which is what the Leafs desperately need.

Your opinion on Rosen is fair. Same would probably go for Borgman. But I think the idea that franson is strictly an offensive addition is outdated. His shot suppression in Buffalo has been very good, and doing that on a bad defensive team is saying something. Maybe he's not the right fit but he definitely has evolved his game into a more simple, 2 way version of the franson we saw in his time in Toronto.
