This is my first mock expansion draft. I have never read any one else's so my opinion is not tainted by other's suggestions. I do however would like your opinion. I am also expecting LV to trade many of these players

The exposure rules don't prevent Vegas from taking those players. What prevents Vegas from taking players is pro experience; those players are in the 'exempt' column. The exposure requirement rules are in place to force teams to actually sign players that a) are established NHL players and not just AHL and ECHL schmucks and b) might otherwise be free agents so that Vegas has an actual pool of players to select from in the draft. That way, they can't be like "all of our players are free agents, and they'll walk in a week anyway haHA we have circumvented the draft," because SOMEBODY would try that if not prevented from doing so.
