He means that the Avs are going to have to rely on their all players being healthy, which doesn't happen. You have scratches for that reason.

Correct. A full 23 man roster would not be cap compliant.

Ah, good point; but there are teams who only ice only 21 players and McDermaid can play both D and F. Not that he should play D. There is also LTIR if the injuries are actually significant. I can see the need for a 7th Dman like a JMFJ though.

the only teams icing 21-man rosters are pretty stupid. No offense to you personally but teams need healthy scratches particularly in the covid era. It would be nothing short of terrible management to go a 21 man roster.
