Your scenario is wrong.. The Montreal Canadians Hockey does not decide if Weber ever plays again. That's up to Weber and doctors.
If Weber cannot play for medical reasons as determined by NHL doctors, then he goes on LTIR and it doesn't affect Nashville's recapture penalty.
If Weber can play medically and wants to play, the Habs are on the hook for his 7.8m cap.
If Weber decides to retire, then Nashville is on the hook for some recapture. But it doesn't make that much difference if Weber is a Hab or Pred. The recapture penalty is based up the front loaded contract, and in Weber's case, Nashville paid well over the 7.8m cap in actual dollars, early in the contract.
