Dallas:

Tampa:
It is the current Stanley Cup Champion that has won back-to-back cups and that should be the main destination for cup-chasing veterans.

Toronto:
He's from Southern Ontario and has a cottage somewhere near the city of Barrie, which is about 90 minutes north of Toronto.
He grew up here, played his minor league hockey here, and probably still has some friends and family members who live here as well.
It is also an Original Six team that on some years, is the wealthiest team in the entire NHL.
The Florida Panthers might seem like an attractive destination for Burns, but his contract permits him to only have 3 teams on his trade list.
Also, the Panthers have not won a playoff round in 25 years
