I know that no one ever uses offer sheets but I don't know why. Time to make the Bolts pay for their cap troubles (I would take these troubles for back-to-back cups). I also know this doesn't happen

Seattle draft protection list is due July 17. Seattle draft July 21. Negotiations with RFAs re: an offer sheet are not allowed until July 27. ie If TBL wants to keep Foote, they should sign him before July 17 and protect him from Seattle.
Best bet for Ottawa is to propose a trade before July 17. eg offer a draft-exempt D (Bernard Docker) and a draft pick for Foote? Ottawa then signs Foote and protects him along with Chabot and Mete - Zaitsev is exposed to Seattle but probably not taken due to contract.
