If Las Vegas can only choose from every teams 7 forw 3 def and 1 goalie how do they manage the cap if all those teams have players with high salaries?

Just because they're available doesn't mean they have to take them. They still have to respect the cap also..... If they take a bunch of expensive guys, they'll have to take a lot of cheaper contracts in order to stay under the cap.

Just trying to understand....and my point is that under the rules Vegas has to take one player from each team, correct? Then if that's true I am asking if all 30 teams leave high price players available how does Vegas manage that..What am I missing?

Every team can only protect 7f-3d-1g or 8P-1G from their entire organization. Including prospects in the AHL too. Some prospects are not eligible to be taken though because they are too young or not experienced enough. Can't remember the rule exactly but if you want to see for yourself, here:
