That trade wouldn't happen. If the Sens did trade up it would be for the later 2nd round pick. Or I could see them trading with the Panthers and giving them back their original pick.

This is literally following the 2016 template used by WPG - Flyers (18 + 79 was traded for 22 + 36). So I wouldn't say that it would never happen especially if Ottawa highly values Newhook or Lavoie and they are available at 15.

Not worth the 32nd pick. There has been other trades with the same mock up that go differently. You are just finding a previous trade that fits your narrative. It wouldn't happen.
