Bringing back Spezza which is what the rumor is just to hit the cap floor would be really really dumb for the Sens and Spezza.
The Sens should be taking 1 to 2 year cap dumps and collecting picks/prospects for doing so in the process. Most of those cap dumps will be older and established players so there's your veteran presence so no need to sign Spezza for that.
Spezza is probably still servicable in a 3rd line C/RW role for a team, he's made more then enough money in his career, he should be signing somewhere for less money to try and win a cup.
