Yea, he did and he did not do anything relevant to improve this roster enough to win a cup. Gotta hope he does something at the deadline this season. Otherwise, the Pens suffer the same fate as last year.

the problem last year was injuries. Kessel was hurt, Malkin got hurt in the flyers series. You just can't lose players like that and keep winning cups.
The changes he made are on the blue line. Which was a huge weak point on the team last year. Not saying they are good are bad, but they are made.
The current forward lines are good enough to win a cup. They are virtually the same ones that already won a cup.
