Yes it is. They can get it up to 3.954 mil( Franzens cap hit ) of cap relief to make them cap compliant. So they can go 3.954 mil above the cap then put Franzen on LTIR and be at 75 mil. AA is just trying to use the KHL for leverage to get a better deal from the wings. And if he goes to russia for a year thats fine, we still own his RFA rights when he comes back.
