PIT's untouchables are 87, 71, 58, 65 & 17 due to their own respective NMC. GM-Dubas will not ask these guys to waive.

Elliotte Friedman has consistently reported that Dubas has informed Rust that he will not be asking him to waive his NMC at all. Rust is a Penguin for the foreseeable future, and rightfully so. Also, if he were available, he would cost a hell of a lot more than what you’re offering here. He’s locked in at a nice number, given his production.
