During preseason, is every player considered "call up"? For example, even though Mark McNeil is with the Blackhawks during training camp, he's listed on this site as in the minors. Does that mean that the Blackhawks can send him to Rockford's training camp without having to go through waivers?

McNeil will need to pass through waivers to be assigned to the AHL
