    I don't think that is how LTIR works.

    Team gets full cap relief if the players are injured until they comeback then the cap hit goes back on the cap. However in this case all 3 players have longterm potentially career ending injuries so they're unlikely to return with the exception of perhaps Lupul. You can go over the cap in the summer which is likely to happen for the leafs, but once the season starts, then all 3 of those guys will be placed on LTIR.
