So a normal roster is a 23 man roster, and each of the players counts against the cap. So if a player gets dinged up and needs a game off, they can be scratched and one of the 3 normally scratched players can take his spot. A similar thing happens if a player is sent to the Injured reserve (IR) however now that that player is out for an extended period of time, his roster spot is freed up so that another player can be called up from the AHL (or in this season the taxi squad) to fill out the 23 man roster. However the IR players cap still counts towards the cap, so if that called up player puts the team over the salary cap, he can’t be brought up.

This means that if you only have the capspace for a 20 man roster and a player gets injured, another player cannot be brought up from the AHL (or taxi squad) to fill his spot. The only way you can get cap relief for an injured player is if it is a long term injury (LTIR) which I believe is a minimum of 10 missed games?

So with a roster of only 20 players and no capspace, a taxi squad does not help you one bit. You still won’t be able to ‘call up’ and play those players.

At least this is my understanding of how it works. Please let me know if I’m mistaken.

Though, to be honest I don’t know how a positive covid test for a bunch of players would work. If say 6 players test positive, they will likely only be out for 2 weeks, which wouldn’t be enough for LTIR relief. To me it would be unreasonable for the league to expect a team to have enough capspace to fill out that many extra spots on the roster, so there may be some sort of relief for such a situation.
