Panarin's value is Wheeler + in terms of skill, but Winnipeg wouldn't be saving much in salary and can't afford to lose those two 1sts.
The NTC can't be ignored. If he didn't want to play in Columbus, he won't want to play in Winnipeg, and if Winnipeg could get Wheeler to New York, New York would have to provide their own sweetener with at least a B prospect, and possibly a pick, because the teams Panarin would want to go to, Florida, or Los Angeles (big cities) have minimal cap space, and Winnipeg would need to eat some of the salary, and likely need take a bad contract in return.
That would diminish the return the Rangers would get, cause Winnipeg would be insanely stupid to trade two firsts for essentially nothing. No team Panarin would want to go to would give Winnipeg two firsts back for Panarin.
Panarin is likely staying with the Rangers.
Wheeler can either be bought out, or Winnipeg pays close to half his salary and finds a contender who needs to size and some offense on the right side.
