Bill Armstrong overplayed his hand and too many suitors dropped out of the market. Dorion waited out the market and was the big winner because of it. While he had to do something to reward the team for getting back into a playoff position, he isn't in a do or die position like a Toronto. If he went out and gave up a 2nd for a #4-5 type rental, nobody is calling for his head (they might for other reasons...).
With that said, this is not a bad return at all. The Senators are trending towards a playoff spot, but things are so tight that it is far from guaranteed. With the strength of the 2023 draft, that pick could get Arizona a top 10 talent type prospect. It's a shame this trade wasn't made in the summer. If we didn't hear obscene asks like Pinto and 2 firsts, or Greig and 2 firsts, nobody would bat an eye at this return.
The Senators got Chychrun for a similar spread of picks that other teams got rentals like Gavrikov and Orlov for, but you have to consider there is a lot more upside with the Senators 2023 pick than say Boston's pick.
It's nice to see budget problems working out in the Senators favor for once after they were handicapped by in trades for years. Apparently a big reason why they got this done was because they could take Chychrun without sending money back to Arizona.
I wouldn't call this a loss for Arizona because it isn't like they had the option to keep a disgruntled star player who wanted out. I don't think they would have gotten more earlier in the process, but I also don't think they benefited much by dragging this on for a year. They also hurt their tank substantially. If they did this in the summer, they probably could have had Zaitsev playing 20 minutes a night instead of Chychrun. This is a loss in perception, because the entire thing was a circus on the part of Arizona, but I don't think it's a loss in terms of assets. Unless the Senators go on a run, they should get a great prospect with the 2023 pick, and then they also get both 2nds.
Given that the Zaitsev trade was required for Dorion to get this done, he basically gave up a 1st and 3 2nds for Chychrun. That's not a small price, but given Chychrun's term there is a reasonable chance Ottawa can recoup a 1st+ if they decide to move on from him before the contract is up. They certainly were not going to get a comparable defenseman signed at 4.6M and a favorable 3 years term on the free agency market.
