The trade deadline isn't actually a deadline on trades. It's a deadline on reserve lists for playoff eligibility.
Only players on your reserve list at the deadline are eligible for the playoffs.

That means no "free agents". I believe you can still sign your own college players and have them be eligible (can't recall a recent instance to be sure).
So LA would be able to sign Portillo and use him in the playoffs (may be why they traded for him, emergency backup plan).

There's no number of players or cap limit in the playoffs. They have to be on your reserve list at the deadline and within your 50 player contracts. You might also be restricted with some player movements on a non-emergency basis is they aren't cleared through waivers by the deadline, can't recall exactly at the moment.

Your LA example:
Portillo = is a past draft pick of BUFF but needs to sign his Pro-Contract?
So PORT is eligible post TDL (if he signs) - versus - for example a non-drafted player whose college season has ended (that player must get an NHL contract by Friday afternoon)?

In basic terms, you have to "own" the player by the deadline.
You then have to "submit" them for eligibility (a formality).
Then you have to "sign" them to one of your 50 player contracts to make them eligible to play (which you can do at any time as long as you have the contract spot available).

As long as they pass those checks, you can use them.
Again, I don't recall the emergency rules off the top of my head, so this isn't complete, but pretty sure it covers your questions at least.
