I don't think so at all, Dobson played with the two worst defensemen in the league the two last season (Greene and Chára) against tougher competition. AND is two years younger, once again. His last year playing with Chára and still ranked as 90% better than all defensemen in the league is indicative of his future.
You don't understand the graph if you think it says he was better than 90% of defensemen. That number is not a comparison to other defense, it his his Wins Above Replacement percentage based on their standard model. Lets take Timothy Liljegren for example. He had a solid year last year but would you say he is better or even close to Dobson's level?
No because generally speaking he played more protected minutes but played very well in them
