Then that's just you not understanding the rules because that is 100% cap circumvention

Since Montreal acquired him from Calgary, they can't trade him back with retention, regardless of how long ago the trade was. If there was no retention, it would be fine.

Beyond that, though, I can't imagine why Calgary is giving up a strong prospect in Pelletier to acquire a guy who hasn't played in a month and a half.

Ok. Show me here where it says anything about it not being allowed to trade a player back to his previous team with salary retained.

If Calgary had retained salary on the original trade, then they would not be allowed to reacquire him. If they traded him to Montreal and then reacquired the next day with Montreal retaining salary, I'm sure the league office would disallow that for cap circumvention. Trading him away, letting him play in Montreal for 3/4 of the season and then reacquiring him with salary retained is no more cap circumvention than Tampa leaving Kucherov on LTIR all season and having him available for the playoffs - i.e., at most, it may violate the spirit of the cap, but is not technically against the rules.

CBA section 50.5 (e) (iii) (C) (4): Under no circumstances may a club reacquire as part of a retained salary transaction the standard player contract of a player who was on that club's reserve list within the past calendar year.
